Unlike previous shifts focused on physical goods, this phase targets information processing, with 'white-collar robots' and Robotic Process Automation (RPA) displacing rule-based service jobs. Concurrently, 'tele-migration' allows foreign freelancers to compete for domestic service roles. This dual pressure creates a unique challenge for white-collar professionals who, unlike manufacturing workers, are unaccustomed to such disruption and may perceive it as deeply unfair, fueling widespread anger and vulnerability.
A critical concern is the mismatch in speed between job displacement and job creation. Digital technology drives displacement at an explosive pace, while new job creation relies on human ingenuity and entrepreneurship, which operates at a much slower, 'leisurely' rate. Baldwin proposes three governmental strategies to manage this transition: 'Plan A' (the Denmark model) involves robust government support for worker retraining, relocation, and comprehensive social safety nets to build confidence and reduce anxiety. 'Plan B' (shelterism) uses regulation (e.g., health, safety, privacy) to slow down the adoption of disruptive technologies like Uber or self-driving trucks.
Should social turmoil escalate, Baldwin suggests a 'nuclear option': increasing Employment Protection Legislation (EPL) to make firing workers more costly, thereby decelerating the adoption of automation and tele-migration. Ultimately, the future of work will gravitate towards tasks that AI and tele-migrants cannot perform: those requiring face-to-face human interaction, empathy, ethics, creativity, and the ability to manage unknown situations. This shift from 'hand' to 'head' to 'heart' implies a greater demand for emotional intelligence. The episode concludes by emphasizing that while the long-term outcome could be a better world, the immediate challenge lies in managing the speed and social costs of this transition, necessitating a societal shift towards reciprocal social obligations to prevent widespread discontent and potential social revolution.

they can't deal with unknown situations they can't provide empathy or apply ethics or be creative or manage many people or motivate many people or educate people those are the things that AI can't do
what we will be doing is the most human of our tasks
we went from factories to offices and the nexus or the locus of value creation moved from capital to knowledge
from 1990 they were facing competition from robots at home and China abroad and that was a very it essentially exaggerated the economic transformation and the upheaval that came with it
the most disruptive ones are just pieces of software one that that's very important but not very well known is called robotic process automation
unfairness is what puts the rage in outrage
the job displacement is happening at the pace of digital technology which is absolutely explosive and the geniuses using this their business model is to displace jobs
jobs nuke jobs are being created but it's at the pace of human ingenuity and entrepreneurship which will which will travel at its usual leisurely pace
if your job requires face to face human interactions so that's why I say the future of work is very good the jobs will be more human and more local
this is giving more tools to people who have heart that AI is augmenting the intelligence in giving pattern experience based pattern recognition to people of average intelligence but they need good heart
governments can across the economy make it harder to fire people therefore it will slow down the adoption of human institutions
